What Are My Thoughts?
I believe that Pires did the right thing by stepping down and refusing to alter the Cape Verde Constitution. He deserved it from the points the article made, and stepping down without rerunning for a third term was something other African country leaders haven't done. He made his country stronger and gave them a better economy.

The citizens of Cape Verde were affected because the economy will continue to grow even though Pires stepped down. Pires gave Cape Verde the chance to experience tourism, and allowed for Cape Verde to become a tourist hot-spot. The growing economy will allow for citizens to expand in technology.

The expanding technology that could occur could take out, for the most part, traditional road-side markets and food vendors. Citizens will go to a company to find a job producing food, making food, or selling food (for example) in a shopping center or open air market instead of just producing, making, and selling by themselves on the side of the road. It will take away traditional jobs and give new and advanced jobs.
